Supporting people experiencing or at risk of homelessness into suitable and stable housing
Housing insecurity and homelessness are complex, driven by a mix of individual factors, including poverty, domestic and family violence, substance misuse, and health or mental health issues.
We are supporting Queenslanders in immediate need through a more responsive, connected and compassionate housing and homelessness system.
Our focus is on long-term, sustainable solutions, through practical, evidence-based, and coordinated strategies across government and community services.
Key initiatives
Delivering more supportive housing
We’re delivering safe and secure housing that’s more than just a roof over people’s head.
Ensuring the social housing system is fair and equitable
A fairer social housing system targeted to those who need it most.
A Master Agreement for community housing providers
We’re delivering a streamlined, modern framework to help community housing providers deliver social and affordable homes for Queenslanders who need them.
Energy upgrades in community housing provider-owned properties
The Queensland Community Housing Energy Upgrades program aims to improve energy efficiency in community housing, reduce electricity bills for tenants, and keep their homes warmer in winter and cooler in summer.
Preventing and responding to homelessness
We know that early intervention delivers significant cost savings and stable housing outcomes. That’s why we are investing in prevention and early support to keep people in secure housing and connected to their support networks.
We aim to address homelessness through early identification and targeted, timely interventions.
Reaching people where they are
Our outreach teams are working across Queensland to connect people sleeping rough or staying in unsafe or temporary situations such cars, tents, or couch surfing. Instead of expecting people to seek help, services are going directly to them.
Our Housing Outreach and Mobile Engagement (HOME) teams:
- provide immediate support and information
- connect people to accommodation
- work closely with specialist providers to help transition people into longer-term housing.
Case study
Outreach in Maryborough
Queensland Government agencies are working together with local partners in Maryborough to provide housing support through a coordinated, on-the-ground approach.
Multidisciplinary outreach teams including housing, health, police, and community services, engage directly with people in homelessness hotspots to assess needs and provide tailored, intensive support.
Through this collaborative effort, 25 people were supported and 10 long-term housing outcomes were achieved.
This integrated approach continues to connect vulnerable people to the support services and housing they need.
Reforming the housing and homelessness systems
We are strengthening integration across housing, support services and data to improve outcomes for Queenslanders.
Our approach prioritises prevention, measures impact and long-term stability, helping reduce crisis demand and support better housing and wellbeing outcomes.
By using real-time data, lived experience and local demand to guide investment, we are supporting services to respond to community needs across Queensland, particularly in regional and remote areas.
This reduces homelessness through coordinated, data-informed and locally responsive housing pathways.
Strengthening a fair and sustainable social and community housing system
As Queensland grows, so does demand for housing. We’re building a more flexible and sustainable social and community housing system that adapts to Queensland’s changing population and delivers the right homes in the right places.
