Boost home ownership by making it easier to enter and stay in the market
Home ownership has a positive impact on people’s health and wellbeing by providing a stable and secure place to live. It also gives people:
- greater control over how their home is managed and maintained
- stronger connections to their community
- flexibility to modify their home as their needs change.
For many Queenslanders, choosing to buy a home represents long-term financial security and stability. It also plays an important role in:
- supporting renters to transition into home ownership
- helping to reduce pressure in the rental market.
We’re strengthening pathways to home ownership and supporting more Queenslanders to achieve the dream of owning their own home.
Key initiatives
Help for low-deposit first home buyers
Through the new Boost to Buy scheme, eligible first home buyers with a deposit of just 2% can now access a government equity contribution of up to 30% to purchase a home of up to $1 million.
No stamp duty for first time buyers on new builds
In Queensland, eligible first home buyers purchasing or building a new home can receive a full stamp (transfer) duty concession, from 1 May 2025.
Lifting rental restrictions for new home owners
To unlock rental supply, new home owners who received transfer duty concessions and grants will now be able to rent out rooms without penalty, when they move in and use the property as their home.
Extending the $30,000 first home owner grant
To help eligible first home owners, we’re continuing the $30,000 first home owner grant, unlocking the door to home ownership for more Queenslanders.
Our goal for Queensland
Queensland’s home ownership rate is 63.5%, one of the lowest in Australia.
We are committed to increasing this rate over the next decade, with the goal of making it the highest in the nation. This will mean more Queenslanders have the opportunity to purchase their own home and benefit from improved housing stability and financial security.

Boost to Buy
Government shared equity schemes, like Queensland’s $330 million Boost to Buy scheme, enable home ownership through a government equity contribution.
This approach helps first home buyers by:
- reducing the size of the deposit needed
- lowering mortgage repayments
- enabling them to purchase a greater share in their home
- helping them transition to total ownership sooner.
For many Queenslanders, saving a deposit while paying rising rent puts home ownership out of reach.
Boost to Buy helps change this by reducing upfront costs, so buyers can enter the market sooner with a smaller mortgage. This helps both:
- first home buyers
- people on lower to moderate incomes.

Jonathon’s story
After years of renting and 4 years of saving, Jonathon and his family still couldn’t break into the home ownership market.
“Boost to Buy was the only way we could really do it,” he said.
“Other programs fell short – and this one felt like a dream – it got us exactly what we wanted.”
Through Boost to Buy, they bought their first home in Cairns, where Jonathon has lived his whole life. He left the rental cycle behind and now has a place to call home for his family.

The Queensland Building and Construction Commission (QBCC) Home Owner Hub helps people navigate building and renovation by providing simple, step-by-step guidance from planning through to completion.
It helps homeowners to:
- understand their rights and responsibilities
- make informed decisions
- avoid common pitfalls
- know what protections are available to them
- understand key requirements, such as licensed contractors, contracts and deposit limits.
By bringing practical information into one place, the QBCC is helping Queenslanders feel more confident and delivering better outcomes across Queensland’s building and construction industry.
